Commerce, Justice, Science and Related Agencies Subcommittee
MISSING Program (Anderson, IN) - $400,000
This program is a computer simulation designed to teach Internet safety to middle school-aged children. Anderson Community Schools Corporation is partnering with Web Wise Kids, a non-profit organization dedicated to protecting children from online predators, to use funds to train teachers on how to implement MISSING.
The CHILD Project and SeniorSafetyNet (Delaware County, IN) - $25,000
This project will allow the Sheriff of Delaware County to use the Children’s Identification and Location Database, a secure network, database, and registry that provides authorized users with web-based access to biometric data that can positively identify individuals in seconds. The CHILD Project helps identify abducted children, runaways and seniors suffering from Alzheimer’s disease or dementia.
SAFE-T Digital Radio System (Muncie, IN) - $912,500
This project is to upgrade the current police communications system in Muncie. New radio equipment is necessary in order to meet compliance standards with Indiana’s Project Hoosier SAFE-T Net program.
Sheriff’s Department Dispatch and Records Management Upgrade (Delaware County, IN) - $1,000,000
This project will enhance and update Delaware County’s ability to provide improved multi-disciplinary 9-1-1 Dispatch capabilities throughout the entire county.
Defense Subcommittee
Improving Musculoskeletal Health and Function (Muncie, IN) - $1,500,000
Ball State University, in cooperation with the U.S. Army Research Institute of Environmental Medicine, will examine the effects of fatigue, structural limitations, load carriage and exercise on various biomechanical aspects of human motion and performance.
Improvised Ordinance Detonator (IOD) Advanced Development (Anderson, IN) - $8,000,000
This project will allow for use of approximately 35 highly effective, mobile, robotically-controlled counter-IED systems, developed by XADS, at the disposal of the Air Force in Iraq and Afghanistan. These systems will be used for perimeter security and for finding and detonating all IEDs, mines and other hidden explosives, of any type, located on, under or alongside roadways in a safe manner to military service members.
Energy and Water Development Subcommittee
White River (Anderson, IN) - $3,000,000
This project will address urban flood damages by raising and upgrading approximately 5,000 linear feet of the existing levee in and around the athletic park area to protect approximately 130 structures.
Upper Wabash River Basin, Indiana and Ohio (Wells, Jay, & Adams Counties, IN) - $400,000
This U.S. Army Corps project is a watershed study that would focus on flood damage reduction and ecosystem restoration for approximately 492,450 acres contained within the Upper Wabash Watershed, including parts of Wells, Jay, Huntington, and Adams counties in Indiana and Auglaize, Darke, and Mercer Counties in Ohio. It has been 36 years since the last comprehensive watershed study in this region.
Center for Computational Nanotechnology (Muncie, IN) - $1,900,000
This project would advance the practical use of molecular-based nanotechnology through computer modeling and selected laboratory experiments at Ball State University. Project results will support the improved design, fabrication, and use of molecular-scale nanodevices.
Interior, and Environment and Related Agencies Subcommittee
Combined Sewer Overflow Control Project (Elwood, IN) - $5,493,694
This project would allow the City of Elwood to construct the necessary infrastructure to transport and treat excess flows to the extent that there would be a reduction in overflows to just four per year.
Combined Sewer Outfall Elimination Project (Anderson, IN) - $2,500,000
This project would eliminate two combined sewer overflow discharge points (discharge directly into the White River), significantly reduce the number of discharge events and volume from the Morton Street outfall (the city’s largest CSO outfall) and reroute of the Morton Street outfall in order to eliminate a public health and safety hazard.
Wastewater Treatment Plant Relocation (Columbus, IN) - $500,000
This project would accelerate the engineering and design of a new facility to replace the current 53-year-old sewage treatment plant located several blocks from downtown. The new facility would be remotely located on the west side of Columbus.
Labor, Health and Human Services, Education and Related Agencies Subcommittee
Ivy Tech Community College of Indiana (Columbus), Center for Cybersecurity (Columbus, IN) - $2,000,000
This project will provide funds for the Ivy Tech Center for cybersecurity to train the existing and developing workforce in an emerging, high-demand, high-paid profession through mastering of the latest security technologies.
Ball Memorial Hospital Cardiology Center (Muncie, IN) - $2,000,000
This project funding will go toward purchase of equipment for the new Cardiology Center. The new Cardiology Center will enable all cardiology services to be housed in one area, including cardiac rehabilitation, non-invasive cardiopulmonary services, in-patient cardiac beds, critical care beds and physician offices.
Riley Children’s Cancer Center (Indianapolis, IN) - $750,000
This project would expand the existing space to provide pediatric juvenile cancer care, and relocates the Stem Cell Transplant program at Riley Hospital for Children.
Center for School Innovation (Muncie, IN) - $675,000
This Ball State University project will combine the knowledge and resources of Indiana’s largest and oldest Teachers College with the expertise of its nationally-ranked School of Business and College of Architecture. The Center for school innovation will train new school leaders and assist communities in developing innovative, entrepreneurial approaches to K-12 education.
Military Construction, Veterans Affairs and Related Agencies Subcommittee
Camp Atterbury Joint Maneuver Training Center (Edinburgh, IN) - $8,000,000
This project would allow for purchase of land held by the Indiana Department of Natural Resources under the Pittman-Robertson Act. This land will allow for further development and expansion of the rail system and associated infrastructure. Additionally, this expansion will allow Camp Atterbury to fulfill soldier and equipment training and throughput as one of six Army Power Generation Platforms.
Transportation, Housing and Urban Development and Related Agencies Subcommittee
Richmond Municipal Airport, Runway 24 Instrument Landing System Upgrade, Including Approach Lighting System (Richmond, IN) - $2,600,000
This project would allow for replacement of the existing Instrument Landing System and the Omni-directional Approach Lighting System with the new FAA supply supportable Instrument Landing System equipment and a new medium intensity approach lighting system with runway alignment indicator lights.
Transit Acquisition and Intermodal Facility Project (Anderson, IN) - $5,800,000
This project is for construction of an Intermodal Transportation Facility and the purchase of seven transit buses and four para-transit bans and other related equipment.
Unity Center (Muncie, IN) - $1,500,000
This project involves construction of a new community center. The center will provide a safe and integrated environment for all low-income citizens, from youth to seniors, and will maximize all resources in order to provide essential, family-oriented programs, after-school learning programs, after-school balanced snack programs, health screenings and senior health programs.
Airport Emergency Electrical Power Project (Delaware County, IN) - $200,000
This project is for the purchase of an emergency large generator to supply electrical power during the event of a crisis or widespread power outage.
McKinley – Riverside Avenue Safety Improvement Project (Muncie, IN) - $5,400,000
This Ball State University project would improve safety through the appropriate separation, organization, and control of pedestrian, bicycle, bus, automobile, commercial and service-related traffic. Once accomplished, the project will reduce the likelihood of accidents and injuries.
Anderson University Safe Campus Streets Project (Anderson, IN) - $2,000,000
This project is for design and construction of Phase II of the Anderson University Safe Campus Streets Project.
Center for Applied Engineering and Advanced Manufacturing at Certified Technology (Columbus, IN) - $500,000
This project is for design and construction of a 50,000-sq. ft., state-of-the-art center for engineering and manufacturing excellence within the city’s Tech Park. Initial construction costs are estimated to be $3,450,000.
Economic Thoroughfare/Enterprise Drive Project (Anderson, IN) - $4,000,000
This project is to widen 67th Street for two miles adjacent to Interstate 69 as Phase II of the Anderson Economic Thoroughfare Project.
Muncie, Indiana Transit System (MITS) Buses (Muncie, IN) - $1,776,000
This project funding will allow MITS to purchase four new, low-floor, heavy-duty transit buses and 14 para-transit vehicles.
McGalliard Road Improvements (Muncie, IN) - $750,000
This project involves implementing infrastructure improvements to a major arterial road that is beyond safe traffic capacity.
